Upgrades will give you a boosts in specific stats. Each upgrade boosts the level of an item level upgrade (Recommended Reading) by 3. A random additional substat is also increased with every upgrade.
The upgraded gear is usually more valuable, unless the item is not required by nature (like FB sorc shields) or a high stat variance (like Eth Titan weapons). The latter see less value from upgrading due to the requirement to roll for a perfect model.
