This NPC can be located in all major cities and is located in the city's corner square, near a teleporter point. The NPC can be utilized to upgrade any item of armor, weapon or trinket, except for items that require an adventure to acquire or craft.
Note: The equipment you use to apply an upgrade is a consumable item upgrade for life.
