This NPC is found in all major cities and is located in the corner of the city square, near a teleport point. The NPC can be used to upgrade any piece of armor, weapon or trinket, except for items that require an adventure to acquire or craft.
Note: The Best item upgrade upgrading (web) used to upgrade your gear is destroyed for ever. You are not able to apply multiple upgrades to the same piece.
