Upgrades give a guaranteed boost to certain stats. Each upgrade increases the item level upgrade level by +3. Each upgrade item also boosts an unspecified substat.
Upgraded gear is generally more useful, [Redirect Only] unless the item upgrader mod has low requirements by nature (like FB sorc shields) or has a large variance in stats (like Eth Titan weapons). The latter see less value from upgrading due to the need to roll to get a perfect version.

You can upgrade your equipment at any time by visiting the upgrader in any major city. It is recommended that you visit the upgrader at least once every couple of weeks to ensure that your equipment is up-to-date.
