This NPC is found in every major city and is situated at the corner of the square, near an telephone port. The NPC can be utilized to upgrade any item upgrade of armor or weapon in the world, excluding items that require the completion of a quest or craft.
Note: The equipment you use to apply an upgrade is consumed forever.
